Lu DeSilva, former, Manager Land Resources
Over many years, Terry provided us with good advice regarding properties that had become surplus to our core mission, helping us understand their highest and best alternative use, and in helping us dispose in ways that were both profitable and sensitive to the local communities in which they were sited. Of particular value and importance were his analyses and transactional support with regard to the 30 acre former Decoto Pipeyard adjacent to the BART Station in Union City, now becoming part of a transit village project.
Elaine Costello, former Community Development Director, South San Francisco and Mountain View
I met Terry in the late 1980’s when he helped South San Francisco evaluate alternative BART alignments and station sites in the City; and even more importantly he helped us “fight the good fight” to place BART underground rather than on the surface where it would have constituted a major barrier to rational land development in the corridor.
Later on in both our careers I asked for his help with numerous projects in Mountain View, involving complex real estate transactions with Summit Medical, Costco, and Google. He also helped us develop and implement marketing strategies for several City-owned sites. He was always serious and responsive, but also fun to work with.
Dr. Shirlin Wong, President and CEO, Prime Pacific Global Management Corporation
“I have worked with Terry for nearly ten years. He has provided and continues to provide sound advice and analysis of our real estate assets and has helped us formulate successful development and marketing strategies. His market and financial feasibility studies have been essential to our success.”
Bob McCleary, former Executive Director, Contra Costa County Transportation Authority
“I have known Terry as both a friend and occasional Agency consultant for over 30 years. I have always been impressed with his intellectual capabilities and breadth of knowledge, his rigorous and objective analyses, and his commitment to the public sector. In particular, Terry’s thoroughness, analytical approach to problem-solving, and depth of experience in real estate economics make him a great asset for agencies considering complex real estate transactions.”
Tim Hassler, Chairman, Berkeley-Albany YMCA
“Terry has been an extremely valuable asset to the Berkeley Albany YMCA for nearly 20 years, a period in which the organization has gone from a small, underperforming and financially stressed organization to one of the elite performers among YMCA’s nationally both programmatically and in terms of financial capacity, credit-worthiness and market penetration. His original market and financial analyses of the Inner East Bay fitness market (eventually used in our 1993 bond financing prospectus) enabled us to move forward with a highly successful $10 million new Downtown Fitness Center expansion which supports a wide array of service programs to the Berkeley community. In the past 10 years he has helped us conceive and implement a number of successful projects, including a recent seismic retrofit and expansion of the older segments of the Downtown Fitness Center. Terry served (in this instance as a volunteer) as chair of the Project Task Force guiding this complex $ 7.3 million project to a successful conclusion — under budget and slightly ahead of schedule.”
Doug Collister, President , High Desert Investment Company, the developer of two of New Mexico’s best master planned communities, High Desert and Mariposa
“Over nearly seven years Terry worked with us to make our 6,500 acre Mariposa development a reality. His work began with an in depth analysis of the potential long term market for the project and concluded with writing a project feasibility analysis that became part of the infrastructure bond prospectus to finance $16 million in essential project infrastructure. Key assignments in between included a series of financial feasibility analyses of specific product types and mixes, and a detailed assessment of fiscal and economic impacts which we successfully used to negotiate Mariposa’s incorporation into the adjacent city of Rio Rancho. Terry also helped us with the planning, development and very successful marketing of our Journal Center II Office park in Albuquerque.”
Brian W. Fitzpatrick, Manager of Real Estate and Property Development, San Mateo County Transit District (SamTrans)
“Terry was of invaluable assistance to us over several years on our San Carlos Transit Village Project in San Carlos, CA. He provided astute analysis and sound advice starting with his assessment of the highest and best use of several key parcels near the station. He developed our developer solicitation document and assisted in the entire solicitation process. Most importantly, as a member of our negotiating team, he provided sound advice on the impact of various business terms during the negotiation of a long term ground lease with a major developer. The resultant project is a high quality mixed use Transit Oriented Development comprising approximately 280 rental apartments and 30,000 SF of retail space.”
Bob Burke, General Manager of Northern California for Shea Properties
“As part of Sedway Group and later CBRE Consulting, Terry worked on several projects with various Shea entities. Personally, I have found myself across the negotiating table from him when he was representing public agencies, e.g. BART, SamTrans, City of El Cerrito, etc. I have been impressed with his intellectual capabilities and his ability to maintain a “big picture” perspective while at the same time being immersed in the financial details of a complex transaction such as a ground lease or development agreement. He is capable of being a tough but fair negotiator for his client. He is also capable of telling his client facts that they may not want to hear but it is in their best interest to find out. Terry clearly a understands the private side of the development business which allows him to offer sage advice to his public clients so they can make deals that is in the public entities best interest. “
