Entitlement Assistance & Negotiations
Many jurisdictions in California are considered difficult environments in which to secure financially feasible entitlements. This often based in the love of local residents for their community and/or justified skepticism about change. However, sometimes this resistance manifests itself in “NIMBY” style resistance to practically any new development no matter how well conceived and appropriate it may be. Securing project approvals in such situations requires a team of planners, economists and community outreach specialists. Terry Margerum has been involved in many such entitlement challenges. Examples include securing entitlements for the two largest office projects in downtown Berkeley; and securing 1.3 million SF of development rights for BART at the Pleasant Hill Station.
