Bob Burke, General Manager of Northern California for Shea Properties As part of Sedway Group and later CBRE Consulting, Terry worked on several projects with various Shea entities. Personally, I have found myself across the negotiating table from him when he was representing public agencies, e.g. BART, SamTrans, City of El Cerrito, etc. I have been impressed with his intellectual capabilities and his ability to maintain a “big picture” perspective while at the same time being immersed in the financial details of a complex transaction such as a ground lease or development agreement. He is capable of being a tough but fair negotiator for his client. He is also capable of telling his client facts that they may not want to hear but it is in their best interest to find out. Terry clearly a understands the private side of the development business which allows him to offer sage advice to his public clients so they can make deals that is in the public entities best interest.
